Tower Hamlets SEND Inclusion Framework

The Tower Hamlets SEND and Inclusion Strategy (2024-2029) reflects the local authority’s core aspiration to have a child-friendly borough where children and young people from all backgrounds thrive, are listened to, achieve their best, and have a broad range of opportunities.

This includes children with special educational needs and disabilities (SEND) who require SEN Support and do not have an Education Health and Care Plan (EHCP).

The Inclusion Framework has been co-produced to support strategies and provision for all school-aged children (aged 5-16 years old) with special educational needs in Tower Hamlets Schools. It has a particular focus on the borough’s expectations around universal provision (ordinarily available provision) in schools and the support available for children on SEN Support.

The Inclusion Framework is a supportive tool for schools and provides information on: Universal provision; SEN Support; the graduated approach and person-centred planning. It also summarises the importance of high-quality teaching through partnerships with learners, parents, and carers; a supportive inclusive environment; high quality teaching and learning; and inclusive leadership and management.

Finally, the document sets out detailed information regarding the good practice and provision at SEN Support under the following areas of need: 

  • Communication and interaction
  • Autism and social communication differences
  • Cognition and learning
  • Social, emotional and mental health
  • Sensory and physical
